Vessel Charges

Charges will be based on Gross Tonnage (GT) or Length Overall (LOA).

GT will be measured in accordance with the International Tonnage Convention 1969 (ITC69). Where vessels cannot supply a Tonnage Certificate in line with ITC69 then a provisional GT will be calculated.

Length Overall (LOA) is measured in metres from the outboard side of the foremost part of the vessel to the outboard side of the aftermost part of the vessel when the vessel is untrimmed and including any permanent bowsprit or other such projections.

All dues are payable per day unless during which the vessel is within prescribed Harbour Limits, unless otherwise specified.

In this Schedule of Charges, a day means any 24-hour period and includes any part thereof.

In this Schedule, the charge is calculated from the time of arrival at either the berth or other assigned location. This includes vessels within Harbour Limits that are held in position by DP (Dynamic Positioning) or other such system.

Lay-up dues will only be given on the production of proof of third-party liability and wreck insurance by the owner.

In this Tariff, Pleasure Craft means a vessel:

• That does not exceed 24m LOA or 150GT; and
• Which is designed and constructed so as primarily to be used for sport or leisure purposes.

It does not include any other vessel described as a pleasure craft. Any other vessel that is not a pleasure craft will be either a fishing vessel or other commercial vessel.

Vessels calling for stress of weather, His Majesty’s Ships, and any other vessels approved by the Harbour Master will be exempt from harbour dues. All other charges will apply.

Harbour Dues (Keelage)

Commercial Fishing Vessels

Contributory Vessels

• Up to 8m – £8.20 per metre per year*
• 8m to 12m – £13.00 per metre per year*
• 12m to 15m – £15.30 per metre per year
• Over 15m – £20.00 per metre per year.

Non-local vessels calling at the Harbour to land fish or shellfish

• First day after landing – £0

Then:

• Up to 20m – £35.50 per day
• Over 20m – £46 per day.

Non-contributory Vessels

Not more than one landing per quarter within Newlyn Harbour Limits

• Up to 20m – £31.50 per day
• Over 20m – £1.60 per metre per day.

Other Commercial Vessels

• Up to 20m – £1.60 per metre per day
• Over 20m – £0.30 per GT per day.

Harbour Dues (Landings and Passengers)

For all types of fish, goods and passengers landed or taken onboard within the Harbour Limits:

All types of fish

• 2.5% ad valorem on providing landing declaration within 7 days

Or

• £700 per tonne on undeclared landings or the under-declared proportion of landings
• £15 per landing scale charge (visiting vessels).

Passengers

• £10 per certificated pax per year

All Other Cargoes

• £12.50 per m3/tonne

Pontoon & Mooring Charges

Inclusive of Harbour Dues (Keelage) but exclusive of Harbour Dues (Landings & Passengers), where applicable.

Includes water charge.

Fishing Vessels

• 8m berth – £600* per year
• 12m berth – £870* per year

Pleasure Craft

Resident Pleasure Craft

• Up to 8m – £1000* per year
• 8m to 12m – £1100* per year
• 12m and over – £1390* per year
• Tidal mooring (not berthed on pontoons) – £430* per year.

Visiting Pleasure Craft

Payable on arrival.

• Up to 8m – £27 per day
• 8m to 12m – £32 per day
• 12m and over – £44 per day
• Multi hulls as above – + 50%
• Tidal or Buoy mooring or Pier berth – £1.60 per metre per day.

Lay-up

On prior application being made in writing to the Harbour Master, a vessel as to which the Harbour Master is satisfied:

• That it is not in use for the purpose for which it is generally intended to be used or for any other commercial or revenue earning purpose and will not be so used for a period of not less than thirty days following the application to it of this section; and
• That it is a vessel which, following its last preceding entry into the Harbour, has incurred fees in respect of at least five days’ presence in the Harbour prior to the application to it of this section; and
• That the arrangements made at the expense of the owners or charterers of the vessel for its safekeeping, the safety of navigation and of the Harbour are sufficient; and
• That it is moored at a position approved by the Harbour Master.

All vessels  – £0.10 per GT per day.

By agreement with, and on prior application being made in writing to the Harbour Master, vessels which intend to be laid-up for 92 days or such longer period as the Harbour Master may agree in writing, may be charged a fee payable in advance at a 25% discounted rate whilst laid-up within the defined Harbour Limits, but thereafter shall be payable in respect of the vessel such dues as apart from this paragraph would be payable.

Ancillary Charges

Other charges and fees for Marine & Harbour Services.

Quayside Storage

• £0 for up to 6 days per m² for agreed operations only
• £25 per day per m² thereafter.

Rack Storage

• £10 per shelf per month

Fish Market

• All buyers of fish sold on the fish market 0.5% ad valorem

Slipway

• Haul-up/launch up to 12m – £630 (including first 24 hours)
• Haul-up/launch 12m and over – £890 (including first 24 hours)
• Thereafter £84 per 24 hours
• Shipwright cost for haul-up at present rates.

Box Wash

• Box Wash – £0.20* per box
• Visitor Box Wash – £0.22* per box
• Hire of Box Wash – £150 per day (minimum of 100 boxes).

Electricity

• Pre-pay at prevailing rates

Water

• Up to 8m – £12.50 per year
• 8 to 12m – £73.50 per year
• 12m to 20m – £275 per year
• 20m and over – £600 per year
• Visiting vessels at present rates per tonne.

Waste Reception

Annual Skip Charge (Ship-borne waste only)

• Up to 8m – £60*
• 8m to 12m – £80*
• 12m to 20m – £100*
• Over 20m – £150*
• Hazardous/contaminated waste/non-ship borne waste at present rates per m3

Craneage

• Small boats per lift – £100*
• Cargo loading/unloading – £100 for 2 hours

Then:

• £10 per hour thereafter

Harbour Services

• Harbour Staff – £7.50 per ¼ hour
• Harbour Launch – £50 per hour plus Harbour Staff
• Forklift – £25 per hour
• Pressure Washer £10 per hour or £75 per day.

Sandy Cove

• 20ft Shipping Container NPHC – £84 per calendar month
• 20ft Shipping Container NPHC with power connection – £121 per calendar month
• Ground Rent 20ft space – £37 per calendar month
• Ground Rent 20ft space with power connection – £50 per calendar month

Conference Room

Conference Room rates (including tea and coffee facilities only):

• Full day – £75*
• Half day – £40*.

Angling Permit

For North Pier only

• £10 per year

Launching Permit

For using any slipways for trailer-launched boats or for personal watercraft of any kind

• £10 per year per boat/PWC
